During the opening of the 2022 law year on Friday 5th January 2022, at the High Court in Kampala HE president of Uganda Yoweli Kaguta Museveni gave rise to the questions concerning the rising cases of rape and defilement around the country and said that the miscreants deserve death.
Oxford dictionary defines rape as a crime of forcing somebody to have sex when they do not want it or are not able to agree to it. While defilement is defined as having or attempting sexual intercourse with a girl under 18 years of age.
He added that according to the views of the of different sectors of the Ugandan society that he represents including the army, citizens and private sector, he claimed that anybody who defiles or rapes a girl must die.
Under his 36 years of ruling Uganda, he admitted that only two people have been put to death and that granting bail and life sentence is going to cause friction among constituencies which he later added that the key discussion should be held of agreeing on what offences should be bailable and what should not.
