Officially announced dead on 20th March 2022 by president Museveni after a long period of being on a sick bed in Seattle United States, 1965 born Jacob L’Okori Oulanyah was a Ugandan politician, lawyer, and an agricultural economist who on 24th May 2021 defeated the former Parliament speaker Rebecca Alitwala Kadaga and walked away with parliamentary speakership role serving the 11th Ugandan parliament
Oulanyah who breathed his last at 10:30am EAT started his political journey in 2001 and in his time frame he held positions like being the vice president of NRM in Northern Uganda and on March 2011 he was elected a member of Ninth parliament for Omoro county constituency, Omoro district, Acholi sub-region, in May 2011 he was elected as Deputy speaker of parliament and he maintained his office by being re-elected on the same role in 2016.
On 13th July 2019, he gained the honorary doctorate of divinity by Zoe life theological college USA and acquired the title ‘Doctor’ which enabled him to be addressed as “Rt. Hon. Dr. Jacob L. Oulanyah”. On 24th May 2021, Rt. Hon. Dr. Jacob L. Oulanyah in a race with Rt. Hon. Rebecca Kadaga and Ibrahim Ssemujju and was voted Speaker of parliament where he has been responsible of roles like appointments committee that reviews and approve or deny all cabinet appointments by president which closed his Curriculum Vitae. Apart from having been a multi government server, he has also been described as a ‘good cadre’ by president Museveni.
The Late studied at schools of St Joseph’s college Layibi, Dr Obote college boroboro and Kololo senior secondary school for his O-level and A-level education. He later joined Makerere University where he studied agricultural economics and he graduated in 1991 with a bachelor of arts in that subject. In that same year, he continued in the same university doing law school and graduated with a bachelor of Law degree in 1994 and in 1995, he attended Law development center (LDC) where he got a postgraduate diploma in Legal practice and later on served as a lecturer at the Centre and in the same timeframe, he introduced a private law practice at the law firm of Oulanyah, Onoria & company advocates.

In 2016, Jacob Oulanyah separated with his wife, Winnie Ammo Okot who was deputy speaker of congress after years of fighting where his wife argued that he was committing adultery where she revealed that he has slept with their then housemaid. The wife later moved to the US with her daughters where she got married to the white man and started another family. Since the divorce, Oulanya has never re-married until his death.
Oulanyah had two daughters from his wife where he has been estranged from them before, he later got permitted to visit them and was requested by wife to pay 13,600,000 UGX per week to take cat of those two daughters.
